Asset/Property Management, Asset/Property Management: Multifamily, Low Income Housing Tax Credit
Draper and Kramer, Incorporated is seeking an experienced Property Manager for a rental property located in Chicago. The Property Manager will oversee all of the budgets, applications, ensure compliance with Low Income Housing (Section 42), Fair Housing, and Public Housing (CHA). The ideal candidate possesses 3-5 years of experience in affordable property management.
Essential Duties and Responsibilities
Prepare Operating and Capital budgets ensuring budget is met or exceeded
Review financial statements and prepare monthly property and variance reports
Monitor and maintain accurate financials and ledgers
Manage the property staff, develop the staff to their full potential and foster an atmosphere of trust and accountability
Maintain high customer satisfaction and create processes to continually improve resident lifestyle experience
Assume additional projects as assigned by the Regional Manager or Construction Superintendent
Hire, train, and supervise Compliance and Property Staff. Ensure compliance staff is compliant with all company policies and procedures.
Oversee application process to satisfy requirements and accurate, timely, and complete recertification processes
Coordinate and participate in MORs and REACs to ensure agreed-upon pass rate
Participate in weekly meetings with Supervisor to review compliance, occupancy, receivables and overall operation standards are being met
Prepare and deliver compliance assessment and delinquency reports as requested
Assist Auditors with audits, reporting, and gathering file information/data
Work with the Regional Manager, corporate support staff and community personnel to develop action plans for non-compliant findings
Provide technical guidance to staff members regarding compliance issues
Implement and enforce established policies and procedures for monitoring compliance with Section 42, Fair Housing, state and local requirements
Stay abreast of current federal, state, and local affordable housing regulations
Assist with special projects as assigned
High level of organization and the ability to complete complex tasks with minimal supervision
Excellent communication skills, both written and verbal
Must be a self-starter and able to multi-task
Ability to respond to emergencies at the property during off hours
Skills and Experience
Minimum 3 years’ experience in compliance position or affordable property management
State of Illinois, Real Esate Broker or Leasing Agent license is required or must obtain within 120 days of hire
Specific experience with, and knowledge in, Low Income Housing Tax Credits (Section 42) and Public Housing CHA
Computer literate, specifically MS Word, Excel and Outlook for Windows; YARDI experience a plus
Any of the following designations preferred: Certified Occupancy Specialist (COS) Tax Credit Specialist certification, Accredited Residential Manager (ARM)
