The Compliance Manager is responsible for managing all aspects of LIHTC compliance for Hubbell’s real estate portfolio. This position will lead and is accountable for the company’s compliance of each community requiring investor and/or governmental compliance in the portfolio consisting of approximately 15 entities. Focus will be placed on the compliance with IFA, Section 42 guidelines, CDBG/IDED, and investor requirements.
Duties and Responsibilities
Collaborate with internal departments in the implementation and monitoring of programs and processes at the properties. These include legal and audit compliance, regulatory agency compliance, risk management, safety, marketing initiatives, and training.
Evaluate agency requirements/changes and implement compliance procedures for all properties.
Oversee supportive service compliance for each entity.
Develop and implement Affirmative Fair Housing Marketing Plans.
Maintain/Calculate maximum income limits, rent limits/max rents, and utility allowances and coordinate annual rent adjustments within the portfolio.
Provide, recommend, and coordinate training for staff. Conduct site visits as needed.
Field incoming inquiries from site staff with questions directly related to income and asset eligibility, max rents, supportive services, and other property-specific compliance requirements.
Coordinate with 3rd party compliance company to ensure certifications are completed timely by staff and company.
Consistent monitoring to ensure each property/entity is in compliance with regulatory requirements and state covenants.
Complete annual/quarterly/monthly compliance reports as required.
Prepare for and attend affordable and LIHTC audits performed by state and regulatory agencies, including but not limited to IFA, CDBG, and CREA.
Review all files for accuracy and identify errors/incomplete information to be communicated to staff.
Maintain an effective system for reporting and monitoring compliance for all properties by completing the Compliance Monitoring Spreadsheet.
Build and maintain relationships with funding agencies.
Ensure original files are complete, accurate, compliant, and maintained at the compliance office per policy.
Perform other duties as assigned.
Minimum of 3 years Section 42 Low Income Housing Tax Credit experience required.
