The primary focus of this position is to manage the real estate and business development efforts of the Port of Columbia County. Manages full cycle of marketing, leasing, and the buying/selling of Port assets. Seeks business development opportunities with Port properties in support of Port’s mission.
Essential Functions/Major Responsibilities:
Provides high level support to the Executive Director in order to meet the Port’s mission and goals.
Writes, administers and negotiates contracts ensuring that contract agreements are appropriately drafted, negotiated and executed on behalf of the Port.
Creates and coordinates projects with consultants, contractors, general counsel, and governmental agencies; participates in consultant and contractor selection.
Markets Port properties, develops pricing, negotiates strategies and formalizes contract/sale and lease terms and conditions.
Directs and delegates to Port staff the day to day administration of established Port leases, contracts, and services.
Implements and supervises strategic development, marketing, and sales/leasing plans for Port assets.
Acts as an ambassador to the local community; represents the Port with tenants, community and civic organizations, the media, voters and local business.
Assists Executive Director in creating strategic development, marketing and sale/leasing plans for Port assets.
Prepares and administrates grant applications, requests for proposals, qualifications, bids and contract documents.
Conducts research and analysis on issues related to economic development with Port properties.
Performs other duties as assigned.
Strong skills in real estate marketing, negotiating and selling.
Ability to communicate effectively through written and oral presentations to customers and constituents, including during public meetings, political and public relations situations especially at the Commissioner level.
Skilled in managing the varying dynamics among the communities in the Port district.
Strong leadership skills in inspiring and motivating others to perform well; responsive and accepting of feedback from others.
Proficiency with Microsoft Office suite, including PowerPoint.
Strong knowledge of legal contracts and documents.
Ability to frequently perform basic math, and occasionally perform advanced math.
Strong skills in problem analysis, interpersonal skills, negotiation, decision making, customer service, use of discretion.
Skills in creativity, mentoring, presentations/teaching, and training/supervision.
Strong skills in contract writing.
Knowledge regarding marine and aviation fields.
Mental and physical requirements may include:

Ability to maintain regular attendance and be punctual.
Required Education and/or Experience:
Bachelor’s degree in business, marketing, or related field or equivalent work experience. Five to seven years work experience in property management, development, contract negotiation, leasing and sales or related fields. Three years in a managerial role supervising staff. Valid driver’s license necessary.
Experience in some or all of the following: industrial property, maritime and aviation business development, tax maps, legal descriptions, land uses, deed records research, marketing techniques and financial analysis.
