The primary purpose of this position is to inspect Section 8 Program units to ensure safe, decent, and sanitary housing for HACP residents. The incumbent ensures that units meet all applicable rules and regulations, and completes necessary paperwork pertaining to each unit.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Inspects Section 8 properties for compliance with all applicable regulations and policies, including those of Housing and Urban Development (HUD) and the city’s Housing Quality Standards (HQS) local building codes and zoning ordinances.
Re-inspects units on the Section 8 Program annually to confirm continued compliance with all applicable rules, regulations, and codes.
Reports deficiencies, determines who is responsible for repairs, and establishes deadlines for completion of work; documents findings.
Documents, in writing, necessary work to be completed for units in order to meet standards and codes.
Conducts follow-up inspections to ensure that repairs are finished by deadline.
Recommends steps to be taken if either the tenant, owner, or real estate agency is delinquent in keeping up the terms of the housing contract.
Completes the necessary paperwork for newly qualified Section 8 units; performs related duties and responsibilities required for the Section 8 Program.
Communicates clearly and precisely with tenants, owners, and agencies via telephone and email regarding any issues that arise relating to HQS inspections.
Performs other duties as assigned.
Education and/or Experience
Bachelor’s Degree and a minimum of 2 years experience in public housing, building inspection, or code enforcement. An equivalent combination of education and experience may be considered. Must be a resident of the City of Pittsburgh.
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
