The primary purpose of this position is to direct the efficient operations of all facilities and maintenance activities at the Authority. The incumbent is responsible for establishing and implementing policy, practices, and procedures to ensure effective maintenance provisions throughout the Authority. In addition, the incumbent initiates and coordinates maintenance project planning in conjunction with the Executive Director, and ensures that all functions are in accordance with all CBAs, HUD, and state, local, and Authority regulations.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Oversees the functioning of all building systems including mechanical, electrical, safety, and plumbing. This includes; all HACP owned and operated locations
Ensures full comprehension and adherence to all Collective Bargaining Agreements (CBA), trains supervisory staff of contract interpretation and ensures adherence. Participates in CBA meetings, initiatives, grievances, arbitration, and contract negotiations as needed.
Manages and oversees a safety-sensitive workplace working closely with the safety team to work on preventing accidents in the work place and timely response to incidents and action plan needs.
Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
Develops community, zone, and departmental budgets; monitors compliance, initiates adjustments, and evaluates results on a monthly basis. Manages budget to include identifying overtime needs and ensuring schedules adhere to the CBAs.
Supervises and directs the workforce through general and specialty crew chiefs and supervisors.
Establishes realistic goals and time tables for various development, renovation, conversion, projects and programs of areas of responsibility; monitors attainment, identify & resolve problems.
Develops and implements strategies to minimize maintenance turnaround on units and to reduce the number of vacancies; identifies problems and trends and implements corrective actions.
Manages work order system to include evaluating effectiveness, developing measureable outcomes, and setting realistic expectations.
Prepares the Facility Services team for the successful completion of REAC inspections.
May be required to attend resident meetings monthly, in the evenings and on weekends.
Maintains a working relationship with city and county departments, public works, health department, contractors, internal department leads, and building trades unions.
Works collaboratively with Human Resources to identify and develop training programs for all Facilities Services employees and maintain existing training programs.
Conducts and/or participates in Authority meetings; serve as a team member on various task forces and committees.
Responsible for increasing production, assets capacity and flexibility while minimizing unnecessary costs and maintaining current quality standards
Responsible for production output, product quality and on-time installation of Resident equipment and appliances.
Interpret, collect and analyze departmental data to ensure high productivity and limit waste.
Prepares and presents reports on Facilities Services’ department activities, accomplishments, and problems on a monthly basis.
Stays informed of all HUD regulations impacting maintenance provision in public housing.
Establishes and maintains effective working relationships with peers, superiors, subordinates, resident council groups, etc.
Works closely with Procurement and Finance to procure professional services and issue contracts in compliance with HACP policies and procedures as required.
Performs other duties as assigned.
Education and/or Experience
Bachelor’s Degree required with a minimum of 10 years’ experience in residential and/or commercial property maintenance management, facility operations, plant operations or construction related roles with a minimum of 5 years proven managerial experience in a union environment. Previous experience and/or licensure in a trade are highly preferred. Extensive experience with multi-facility and plant management required. Familiarity with maintenance requirements to include understanding of OSHA safety regulations highly preferred. Familiarity with industry standard equipment and technical expertise related to various trades personnel roles. Strong communication, collaboration, and presentation skills required.
Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan, requiring routine off-site visits and visual inspections.
Must be a resident of the City of Pittsburgh. (City of Pittsburgh residency required during tenure)
To perform this job successfully, the employee must have strong computer skills in MS Office Suite, G-Suite, and with mobile devices. Must be proficient in work order applications and software. Must have the ability to learn other computer software programs as required by assigned tasks and convey to team.

While performing the duties of this job, the employee is frequently required to travel to various Authority properties to oversee maintenance projects. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds.

Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
